The Council of People's Ministers of Ukraine (Ukrainian: Рада Народних Міністрів УНР, romanized: Rada Narodnykh Ministriv UNR) was the main executive institution of the Ukrainian People's Republic. Its duties and functions were outlined in the Chapter V of the Constitution of the Ukrainian People's Republic. It was reorganized out of the General Secretariat of Ukraine upon the proclamation of the 4th Universal and Independence on January 25, 1918 after the return of the Ukrainian delegation from the preliminary peace talks from Brest-Litovsk. At the preliminary talks in Brest, Ukraine was recognized as an equal-rightful participant and was scheduled to finalized the treaty on February 9, 1918. Until the end of the month January 1918 the member of the former General Secretariat continued to serve as full pledged ministers. |

Mikhail Ivanovich Glinka (Russian: Михаил Иванович Глинка, romanized: Mikhail Ivanovich Glinka, IPA: [mʲɪxɐˈil ɨˈvanəvʲɪdʑ ˈɡlʲinkə] ; 1 June [O.S. 20 May] 1804 – 15 February [O.S. 3 February] 1857) was the first Russian composer to gain wide recognition within his own country and is often regarded as the fountainhead of Russian classical music. His compositions were an important influence on other Russian composers, notably the members of The Five, who produced a distinctive Russian style of music. |

The clock dial is above the main gates to Red Square. For decades, the chimes have rung on the quarter-hour, with bells tolling for each full hour. |
